Mayor Introduces Deputy Mayor/Operations

BUFFALO – Mayor Byron Brown today appointed Angela D. Joyner as Deputy Mayor/Operations.

A graduate of George Mason University with a B.A. in Government and Politics and Masters in Public Administration, Ms. Joyner, since 2000, has served in several fiscal and management positions in the City of Oakland, California. Her extensive fiscal policy experience also includes positions with the cities of San Francisco, CA and Arlington, VA, as well as Fairfax County, VA.

"Angela Joyner possesses a wealth of experience in public policy that will benefit my new administration," said Mayo Brown. "Recommended strongly by my Transition Team, I was impressed with Angela's depth of knowledge in an array of public policy issues, including fiscal studies and information technology. Throughout her career in the public sector, she has continually added to her management responsibilities, always advancing herself to increased positions of management oversight and capacity. I look forward to her participation in my administration as Deputy Mayor/Operations."

Since July 2003, Ms. Joyner has been Agency Administrative Manager in Oakland's Finance and Management Agency. Guiding a staff of approximately 330 positions, Ms. Joyner's agency managed a budget of $27.8 million from the general fund and
$10.9 million non-general fund monies covering 8 divisions: Administration, Personnel & Retirement, Risk Management, Accounting, Treasury, Parking, Revenue and Information Technology.

Prior to her position as Agency Administrative Manager in the Finance and Management Agency, Ms. Joyner served as the agency's Principal Financial Analyst and earlier she was a Budget and Operations Analyst in the City Manager's Budget Office in Oakland. In San Francisco, Ms. Joyner was Senior Fiscal and Policy Analyst in the Mayor's office of Finance and Legislative Affairs and Principal Administrative Analyst in the Department of Human Resources.

"I am honored to receive Mayor Brown's appointment as Deputy Mayor/Operations," stated Ms. Joyner. "I was attracted to the position by the opportunity to serve Mayor Brown as he forms a new city government and I share his dedication to developing and implementing policies and programs that will help create a new Buffalo."

Ms. Joyner will earn $85,000 as the Deputy Mayor/Operations and her responsibilities include oversight of Buffalo's new CitiStat program; Management Information Systems; Department of Assessment; Department of Public Works, Parks and Streets; and the Division of Citizen Services.
